Magufuli Appointed Director of National Security Replaced With Little Known Tanzanian as President Samia Reshuffles Inner Circle

President Samia Suluhu Hassan has removed Commissioner Diwani Athumani Msuya from position of Director General of the Tanzania Intelligence and Security Service (TISS). Director of Communications in the President’s office, Zuhura Yunus said in a statement Tuesday, January 3, 2023, Msuya has been transferred to State House where he will serve as Principal Secretary.

The apparent demotion is only explained as an “appointment”. Msuya is also former Police Officer who has held positions of Director of Regional Administrative Secretary (RAS), Director of Criminal Investigations (DCI),  Inspector General of Police Bodyguard, and Director General of the Tanzania anti-Corruption Bureau (TAKUKURU). Former President John Pombe Magufuli appointed Msuya to the position of TISS Director in September 2019.

Said Hussein Masoro , a little known Tanzanian with almost no footprint on the internet replaces Msuya as TISS Director General. Masoro worked under Msuya as Deputy Director for Domestic Intelligence.

President Samia has also removed Hussein Othman Katanga from position of Chief Secretary. Katanga has been posted to New York where he is to serve as Tanzania Ambassador to the United States of America and Permanent Representative to the United Nations.

Moses Mpogole Kusiluka replaces Katanga as Chief Secretary. The New Chief Secretary is former lecturer in real estates finance and investment at the University of Lands in Dar es Salaam.

In a separate development also happening on Tuesday, January 3, 2023, President Samia has announced a waiver on the prohibition of political rallies. All political parties are now free to conduct political rallies as they wish, pending request for permissions which will be given.

The President invited heads of all political parties in the country at State House in Dar es Salaam for talks and  said  consultations of this nature will be repeated because there are many issues to ‘iron out’ between all political parties in the country.

She said political public meetings were now allowed, adding that the duty of the Government would be to ensure security in the meetings, so that people gather peacefully and disperse peacefully.
